Mukhtar is the highest administrative body of neighbourhoods in Turkey. Muhtars are elected during local elections for five years, however, political parties are not permitted to stand candidates for these posts. Muhtars has tasks of registering the residents of the district and providing official copies of birth certificates and ID cards. Non-governmental organisations (NGOs) have become essential actors in the social field, particularly in the fight against poverty and social exclusion. They engage in regular dialogue with public authorities with a view to ensuring better implementation of EU initiatives and policies.

In this context; identifying problems of the neighborhoods on site in accordance with communication established with Mukhtars, and NGOs; forwarding their problems to related Directorates to resolve problems; keeping up with the solution process and informing Mukhtars and the authorities of NGOs about related issues are the main duties of the Directorate.
