World is the homeland of the scientists, their home is the humanity, a future ideal where everyone will live equal and free. There have always been very important scientists who have contributed to humanity and have guided the development of mankind and nations.  One of the most important developments in terms of our country has emerged in the period when we experienced the most tragic tragedies of mankind. In Germany, with the power of fascism, people from different ethnic, religious and intellectual structures have been exiled or forced to flee. Especially when scientists saw that Germany was no longer a country where science could make science, they decided to leave from there. Because fascism uses science not for humanity; it uses science in accordance with the aims of one person, one class, one authority, or for the ruling party, and it often uses science as a destructive character. For this reason, real scientists do not work for fascism, do not produce for it, and do not use not use their knowledge for such a regime.

Scientists who had escaped from Hitler fascism in Germany and came to our country had made great contributions to the scientific development of our country and had realized great revolutions in this area. They also had become an unforgettable contributor to our universities. Ernst Reuter, one of these scientists, had made numerous scientific studies in our country and in our capital city Ankara. Ernst Reuter, who had given lessons at the Mülkiye as lecturer, which I am honored to be a student of, had made valuable contributions to the development of urban consciousness in our country and had made important works. Ernst Reuter, who understood the significance of the Republican Revolution, tried to make scientific progress of the revolution along with it. We carried out the Ernst Reuter international conference with the German Embassy and the Goethe Institute for this worthwhile work and effort. This conference will become a book and meet our people. The future of the country can only be achieved without forgetting the values that contributed to the development of that country. Ernst Reuter is the scientist of this country and of mankind. He is a citizen of the Republic and is our common value. He is a scientist who devoted himself to The Republic, to the revolution.

In his book "Haymatlos, Our World is Our Homeland", published by İş Bankası Publications, Kemal Yalçın conveys us in mouth of Ernst Reuter as follows: " Revolutions reveal one night and many people think of the first excitement of the revolution, now everything will be different, tomorrow a new life will be lived. I have lived in a people for exactly 12 years, who had made a precise revolution. It was such a revolution that we had a much greater cultural and spiritual meaning than we had in Germany. But with 12 years of experience, I know that 12 years is a small part of a people's history. The outward appearance of the revolution does not in any way make any sense of whether or not everything destroyed in the past, which had to be established in a different way, was really destroyed. Achieving something new is not a matter of a couple of years in the spiritual and especially the pedagogical field. This is the work of generations who will devote themselves to this new duty with great effort and willingness. ... I know this from myself; many years of my life, I've devoted myself to such a mission in Turkey".

We owe many things to these distinguished scientists, escaping from the fascism and coming to our country, as the Republic of Turkey. We will always remember them with great respect and gratitude in this country for their contribution to the institutionalization of science and the university.
