Mr. Sinan Çınar was born in 1980 in Antakya. He completed his secondary education in Cebeci Secondary School and high school education in Ankara High School. In 2004, he graduated from Gazi University Faculty of Economics and Administrative Sciences, Department of Finance. He is currently continuing to study a master’s degree at Gazi University Faculty of Architecture, Department of City and Regional Planning.

After working as a tax inspector at the Ministry of Finance for a while, he started to work as an inspector at the Inspection Committee of Çankaya Municipality in 2010. Thereafter, he served as the Director of Editorial Affairs in the municipality.

In addition to his articles published in refereed journals related to municipal works and operations, he is the author of two published books entitled: “Belediyelerde Yıkım Hukuku (Eng: Demolition Law in Municipalities)” and “Belediyelerde Taşınmaz Yönetimi ve Karşılaşılan Sorunlar (Eng: Real Estate Management in Municipalities and The Problems Encountered)”.

He currently serves as the "Deputy Mayor of Çankaya" responsible for the following Directorates of Çankaya Municipality: “Directorate of Support Services, Directorate of Information Processing, Directorate of Strategy Development, Directorate of Human Resources And Education, Directorate of Veterinary Services, Directorate of Municipal Police Department”.
